Specifying this panel
Make-before-break is the whole point of the bypass. A break-before-make switch drops the load for the transfer, which is exactly the event the UPS was bought to prevent.
Size the neutral at 200%. UPS output feeds switch-mode supplies almost exclusively, and their third-harmonic currents sum in the neutral rather than cancelling.
